If you see anything from Microsoft advising that the downloads are for networks or professionals ignore it. This alone will not fix your graphics issues. You will need to get drivers for your graphics card from the manufacturer's website.

Graphics drivers are probably not the only drivers you are missing. Install Intel chipset drivers before any other device drivers. Go to the Dell support website and enter your service tag to get a list of drivers. You should have received a Dell CD with all the drivers for your system on it, but, in my experience, many people "lose" this.
